PCSX2 v2.1.136 is released. PCSX2 is a free and open-source PlayStation 2 (PS2) emulator. Its purpose is to emulate the PS2's hardware, using a combination of MIPS CPU Interpreters, Recompilers and a Virtual Machine which manages hardware states and PS2 system memory. This allows you to play PS2 games on your PC, with many additional features and benefits.

* Achievements: Reset client state on system reset
* Config: Set `{ntsc,pal}FrameRate` bounds to 10-300 Hz
* CMake: Install translations in PACKAGE MODE
* Qt: Update Base Translation
* Bump peter-evans/create-pull-request from 6 to 7 in the ci-deps group
* Config: Prevent pad settings lingering in game properties blocking profiles
* Added "SaveStateAndSelectNextSlot" hotkey for alternative save slot cycling functionality.
* Flipped the order of "SaveStateAndSelectNextSlot" to "SelectNextSlotAndSaveState"
* PAD: Update to latest controller database.
