RMG v0.6.3

RMG v0.6.3 is released. Rosalie's Mupen GUI is a free and open-source mupen64plus GUI written in C++. It offers a simple-to-use user interface.

RMG changelog:
Fix possible memory leak in the cheat dialog
Add log messages when initializing OpenGL or Vulkan fails
Add PIF ROM settings to the settings dialog
Add Transfer Pak setting to the settings dialog
Improve settings dialog behavior when a plugin hasn't been found
Improve error messages by removing the exclamation mark
