WinVICE r45028 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Fix default tape header type (t64) for vic20 and c128 (it should be type 3, ie absolute). Also fix the 'load to basic start' autostart option for tape - we can't use the secondary address for this (like with disk), but need to alter the tape header type. Also adjust the default values for the respective autostart options.
