Hades Git (2024/02/12)

Hades Git (2024/02/12) is compiled. A Nintendo Game Boy Advance emulator. Hades is still under heavy development but it aimes to have a decent balance between usability, speed and accuracy.

Hades Git Changelog:
* Improve `accuracy.yml`.
* Fix a syntax error in `accuracy.yml`.
* ci: don't run workflows twice when coming from local branches
* ci: don't run workflows twice when coming from local branches
* Move the `Download Test Roms` step from the Accuracy CI at the beginning to avoid leaking secrets.
* Run the `Accuracy` workflow on `pull_request_target` instead of `pull_request`.
