WinVICE r42457 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Also make loading default hotkeys clear the "HotkeyFile" resource so when the
user saves settings VICE will load those default hotkeys and not whatever

Add file dialog to load hotkeys from a user-specified file, add buttons to
the hotkeys editor/dialog to clear, reset-to-default, (re)load and load-from.
WIP, still needs actions for save and save-as and updating of the hotkeys
table after loading/resetting.
