WinVICE r42381

WinVICE r42381 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Gtk3: Hotkeys: Add context menu to hotkeys table
Add (right-click) context menu to the hotkeys editor's table to set, edit or
clear a hotkey. Also allow clearing all hotkeys, either via the context menu
or via a button in the editor.
Add function ui_menu_remove_accel_via_action().
