DOSBox-Staging Git (2022/05/09)

DOSBox-Staging Git (2022/05/09) is compiled. This repository attempts to modernize the DOSBox project by using current development practices and tools, fixing issues, adding features that better support today's systems, and sending patches upstream.

* Remove trailing whitespace in CI YAMLs
* Add message to static assert, Review changes
* Rename PROGRAMS_Main & ProgramStart to reflect behaviour
* Remove uneeded _ProgramStart functions
* Refactor _ProgramStart funcs to template function
