WinVICE r42187 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

It takes an extra cycle after the flag before the interrupt happens.
This is for Timer 1. Tests might show if it is needed for Timer 2 too.
Using rclk+1 when (indirectly) calling interrupt_set_irq() seems to work
for now; if it is not reliable, we'll need an extra t1_underflow_alarm.
