WinVICE r41355 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Documentation: simplify release-howto configure line
Since we no longer have in-tree ffmpeg, the configure line only requires `--with-resid` to generate the ReSID build files. Adding `--enable-headlessui` would even allow configuring the dist with having any SDL or Gtk headers present.

Buildsystem: export vice version major, minor and build numbers to version.h
Add VERSION_WITH_BUILD macro to display build number if not 0, this keeps the VERSION macro as-is, in case it's used for version numbers in creating files/directories or snapshot numbers etc.
