WinVICE r40965 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Gtk3: Update tapeport settings layout
* Rework the tapeport settings layout to look a little better.
* Start support for second tape port, this currently only adds a second combobox to select the device type for tape port 2 in xpet. We might need two sets of widgets for cpf83 and the dongles, depending on what the second port on PET supports. TapeCart should be fine since that's C64/C128-only.
