DOSBox-Staging Git (2021/09/16)

DOSBox-Staging Git (2021/09/16) is compiled. This repository attempts to modernize the DOSBox project by using current development practices and tools, fixing issues, adding features that better support today's systems, and sending patches upstream.

* Fix a potential overrun in MAME OPL flagged by Coverity
* Make startup verbosity default to 'auto'
* adjust PCjr composite to use constexpr, consts, and floats

* Add composite M_CGA16 cases to mode switches
* Cleanup VGA other by removing CGAModel and cga16_color_select
* Slightly refactor VGA_Draw_CGA16_Line
* Reconcile differences between composite patches
