WinVICE SVN r33307 is compiled. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Started work on PETSCII<->Unicode support:
- new charset_petconv_stralloc() function can convert PETSCII to UTF-8.
- so far it only outputs 6 non-ASCII characters.
- PETSCII->UTF-8 conversion has been added to the imagecontents functions.
- used in the BeVICE file selector, but can be easily added to file selectors in other UTF-8-capable ports.
