Decaf Git (2016/08/03)

EmuCR: WiiUDecaf Git (2016/08/03) is compiled. Decaf (originally called WiiU-EMU) is a researching Wii U emulation. The Wii U is a home video game console created by Nintendo and the successor to the Wii.

Decaf Git Changelog:
* Fix some type conversion issues brought up by static analysis.
* coreinit: Fix some potential null ptr dereferences.
* Fix bug causing OSSignalEventAll not to wake everyone.
We were not waking threads which did not have a timeout. This
fixes a softlock in LEGOMSH (it still doesn't render though).
* Remove upsample stage assertion for now.
* Implement OSIsAddressRangeDCValid method which is spammed.
* coreinit: Implement FSRemove.
* Implemented some more SAVE functions.
* Implement some less common file system functions.
* filesystem: Add deleteChild and deleteFile.
* Update voice sample data in AXSetVoiceEndOffsetEx.
* Update voice sample data in AXSetVoiceLoopOffsetEx.
This fixes the audio loop issue!
* Make voice offset sample data const.
* Use decaf_check to check SetVoiceOffsets format.
* Reverse some more AX structures.
* gx2: Implement GX2RBufferExists.
* gx2: Implement GX2R display list functions.
* loader: Fix broken TLS relocations. (DTPMOD32, DTPREL32)
