PPSSPP Git (2016/02/18)

PPSSPP Git (2016/02/18) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

PPSSPP Git Changelog:
* Vulkan headers and link library
* Add ppsspp-glslang as a submodule (shader compiler for future Vulkan support)
This also adds a Windows project file, for building it.
* Update version to 1.2.1
* Some attempts at increasing reliability of render thread management.
