Cen64 Git (2016/02/06)

Cen64 Git (2016/02/06) is compiled. Cen64 is a Cycle-Accurate Nintendo 64 Simulator.

Cen64 Git Changelog:
* options: document controller and save options
* rtc: implement RTC
Untested in-game since Animal Forest does not yet run.
* time: move get_local_time out to platform-specific dir
Patched DD code to make use of this code. Untested on Windows.
