Mednafen v0.9.38.6 WIP Changelog:

- PCE, PCE_FAST: Tweaked CD read timing, to fix a lockup in "Mirai Shonen Conan", and a stuck note problem in "4 in 1 Super CD". - PS1: Fixed GPU emulation timing bugs that caused graphical glitches in "Mr. Driller G".
