SPU2-X: Disable the frequency response filter until good config parameters are found. It currently overemphasizes the highs.

    Hello. Thanks for your great job...but I have a small problem - GSdx 4173 SSE41 - can't save any settings for this plugin...Why? - it was fine before your previous 2 revisions.
