PCSX2 SVN r4203 is released. PCSX2 is an open source PlayStation 2 (PS2) emulator for the Microsoft Windows and Linux operating systems. With the most recent versions, many PS2 games are playable (although speed limitations have made play-to-completion tests for many games impractical), and several games are claimed to have full functionality.

Minor tweak to savestates to help improve threaded responsiveness. May or may not work as expected (thread scheduling doesn't always behave in a consistent manner). Shouldn't hurt in any case.

Fixes for issue 915 (comments 24/26/27): 1. Presets slider i18n name icons were all "!Panel:". 2. Speed hacks sliders got broken (reverted the code to pre- r4181).

Re-enable Double-click toggles Full-screen, added a checkbox on the GS Window config panel (default = enabled).
