Altirra v1.8 Test 33

Altirra v1.8 Test 33 is released. Altirra is an Atari 8 bit Emulator on the Windows/DOS platform. Altirra emulates several models of the 8-bit Atari computers. This includes the the 800, 800XL, and 130XE versions. It has a lot of options, and compatibility is decent especially given the emulator's early stages. It also supports some copy protected games properly in emulation.

fixed the mixup between the frame blending and interlacing options and also made frame blending work in VBXE mode. The reason why frame blending acts differently in video recording mode is that when video recording is active, the simulator is prohibited from dropping frames. I need to rework the frame blending to work even if some of the frames aren't displayed.
