PCSX2 newHostVM SVN r4025

PCSX2 newHostVM SVN r4025 is released. PCSX2 newHostVM is a branch of PCSX2. PCSX2 is an open source PlayStation 2 (PS2) emulator for the Microsoft Windows and Linux operating systems. With the most recent versions, many PS2 games are playable (although speed limitations have made play-to-completion tests for many games impractical), and several games are claimed to have full functionality.

* Applied the new RecompiledCodeReserve to the VIF recompilers (saves another 4-8mb of memory, depending on game).
* Fixed a bug in pxsFmt / FastFormatUnicode (string formatting).
* Final round of error handling cleanups.

(branch is basically ready for re-integration -- needs some testin for obvious/show stopping bugs, thanks!)
