PCSX Rerecording SVN r283 is released. PCSX Rerecording is a special version of PCSX with many new features such as input rerecording, cheat support, RAM search, RAM watch, customizable hotkeys, etc.

Add a 10th savestate slot, and appropriate hotkeys. Also fix so that savestate 10 = file .000, savestate 1 = file .001 etc

sstates is a necessary folder to exist in order for savestate code to function, and snap is necessary for screenshots to work. Thus, create them if they do not already exist.
